December 13, 2007 - The Experience of CILs in the ADRC

Mary Margaret Moore of Independent Living Center of the North Shore and Cape Ann in Massachusetts and Lorna Ricci of the Ocean State Center for Independent Living in Rhode Island discussed their organizations' experiences and lessons they've learned as part of their states' ADRC programs. They addressed the following discussion questions:

  • What role does your organization play in the ADRC initiative in your state, and what ADRC-type functions does your organization perform (such as I&R, benefits counseling, options counseling, eligibility screening)?
  • Why and how did your organization get involved in the ADRC initiative?
  • Have you had to build organizational capacity in any way to support ADRC functions (new staff, new training, new MIS, new phone systems, etc.)?
  • Have you made any other organizational changes as a result of your involvement (reorganizing staff, new job titles or job descriptions)?
  • What challenges have you faced along the way?
  • What advice would you give to other CILs interested in partnering with or becoming an ADRC?
  • What advice would you give aging services organizations looking to partner with or involve a CIL in an ADRC initiative?

New Jersey EASE ADRC
The New Jersey EASE ADRC released a Request for Proposal (RFP) for ADRC pilot counties in January 2004. The program planned to fund two to three pilot counties over a three-year period to serve as sole sources for public and private home and community-based services. Demonstration counties were to be awarded a total of $40,000 to support costs associated with local grant activities.

This document provides an overview of essential elements of a non-profit business plan for the ADRC. The document has been updated to include a financial plan section that outlines the two major components of an ADRC's financial plan: (a) an operating budget and (b) a plan for securing revenues. The section focuses more heavily on securing revenues through creating a business case to justify the investment of state funds; securing the maximum amount of federal financial participation (FFP); and obtaining additional funding from other sources.

New Hampshire ServiceLink Resource Center Application For Funds (Word)
New Hampshire
New Hampshire selected five expansion pilots using a Request for Funding that their existing ServiceLink providers could apply for to become a ServiceLink Resource Center. The state had already narrowed down the field of applicants to existing ServiceLink providers but this AFF spells out the requirements to become a Resource Center.

Texas ADRC Pilot Sites RFP (Word)
Texas' Department of Aging and Disability Services selected two ADRC pilot sites in 2006 from applicants responding to this RFP.

Michigan ADRC Pilot Sites RFP (Word)
Michigan's Office of Long Term Care Supports and Services selected four sites to become Single Entry Points/ ADRC Pilots in 2006, from applicants responding to this RFP (issued in 2005).
