Higher-Income and Private Pay Consumers print
Higher-Income Consumers

“Private pay” consumers are individuals who don’t qualify financially for public programs. However, the vast majority of private pay consumers are not wealthy, and they often need assistance with wisely managing their available resources when purchasing long-term supports and services. Serving private pay consumers is a critical aspect of both Aging and Disability Resource Centers and Community Living Programs. ADRCs were envisioned to be a coordinated point of entry for persons of all income levels; CLPs are deliberately targeting people who are above Medicaid's financial threshold to prevent spend-down.

States serve a substantial number of people with dementia and their family caregivers in their Aging Networks and LTSS systems. Serving this population effectively involves accommodating the needs of a population that, in addition to memory loss, experiences a variety of physical, cognitive, and behavioral symptoms resulting from dementia, along with other medical conditions. In model dementia-capable systems, programs are tailored to the unique needs of people with Alzheimer’s disease or other dementias, and their caregivers.

The ADRC network has not turned away people with higher incomes, but the common model of serving clients who pay minimally or not at all contrasts with a new paradigm of serving clients who can afford to pay for services. This training presents and promotes an introductory discussion about the transition to serving a broader income spectrum and identifies the issues, challenges, and rewards in making that transition.
