ADRC-TAE Issue Brief: Emergency Preparedness — An Overview for Aging and Disability Resource Centers

Seniors and people with disabilities are highly vulnerable to health and safety risks associated with all types of emergencies and disasters. Reports and studies following Hurricane Katrina noted that seniors, people with disabilities and individuals with mental illness were often at greater risk than others during crises because their needs were not considered in emergency planning, response or recover efforts. ADRCs, as providers of information and assistance services, are well-positioned to take active roles in emergency preparedness and response. This issue brief describes the role of ADRCs in planning for, responding to and recovering from emergencies. It provides checklists and resource information that will assist ADRCs prepare their staff and facilities for emergency situations as well as with meeting the specialized needs of seniors and people with all types of disabilities in crisis situations.

TAE Technical Assistance Preferences Survey Results

We created the survey to learn more about the usefulness of different TA approaches and the preferences of state and local staff with regard to receiving TA. We received 156 responses to this online-survey. The results will be used to help the TAE and AoA improve the overall delivery of technical assistance.

AAIDD LAUNCHES E-LEARNING COURSES FOR DEVELOPMENTAL DISABILITY PROFESSIONALS

The AAIDD Online Learning Website offers access to more than 300 courses in developmental disability, mental health, and substance abuse developed by content experts and accredited by leading organizations in behavioral health and human services. These courses help disability professionals get continuing education credits, remain in compliance with training requirements, improve staff performance, and deliver effective services to people with developmental disabilities and their families.

State-by-state Breakdown of Outstanding Redeterminations for Medicare Part D LIS

Social Security Administration’s (SSA) state-by-state breakdown of the number of outstanding redeterminations for Medicare Part D Low-Income Subsidy (LIS, also known as Extra Help). Individuals included in the redetermination process received redetermination letters in the mail early September last year, and SSA has sent several reminder notices. Failure to respond to the redetermination letter will result in the beneficiary’s LIS being terminated effective March 31, 2011.

Online Caregiver Training

Disability and Business Technical Assistance Centers (DBTAC)

The Network of Disability and Business Technical Assistance Centers (DBTAC) consists of 10 regional centers funded by the National Institute on Disability and Rehabilitation Research (NIDRR), a division of the U.S. Department of Education. The mission is to provide information and Technical Assistance on the Americans with Disabilities Act (ADA) to individuals, organizations and employers. They provide training materials, referrals, and a searchable database of legal documents, fact sheets and checklists.

National Legal Resource Center

The Administration on Aging funds the National Legal Resource Center (NLRC) to serve as a centralized access point for a national legal assistance support system serving professionals and advocates working in legal and aging services networks, and advances the following the primary objectives of: (1) supporting the leadership, knowledge, and systems capacity of states, legal services providers, area agencies on aging, ADRCs, and other organizations serving older persons in order to enhance the quality, cost effectiveness, and accessibility of legal assistance, and elder rights programs provided to older persons, and (2) supporting demonstration projects designed to expand or improve the delivery of legal assistance and elder rights protections to older persons with social or economic needs.

DCoE Outreach Center for Psychological Health and Traumatic Brain Injury

The Defense Centers of Excellence have opened a 24-hour outreach center to provide information and referrals to military service members, veterans, their families and others with questions about psychological health and traumatic brain injury. The outreach center can assist with everything from routine requests for information about psychological health and traumatic brain injury, to questions about symptoms a caller is having, to helping a caller find appropriate health care resources. The new center can be contacted around the clock, 365 days a year, by phone at 866-966-1020 and by e-mail at resources@dcoeoutreach.org.

AbleLink Technologies, a developer of cognitive technologies, announced a new version of its specialized memory aid designed to improve executive functioning skills for individuals with brain injuries and other cognitive issues. Research funded through DARPA (Defense Advanced Research Programs Agency) and feedback from soldiers with cognitive injuries led to enhancements to AbleLink's Schedule Assistant which operates on commercially available handheld computers and gives users a powerful tool for managing tasks and schedules. Emergency Response Preparedness Self Assessment Instrument

The NASDDDS Emergency Response Preparedness Self Assessment Instrument was developed by the National Association of State Directors in collaboration with the Research and Training Center (RTC), Institute on Community Integration (ICI) at the University of Minnesota (UMN). Initiated following the Gulf Coast Hurricane disasters in 2005, the self assessment tool is designed to assist state developmental disabilities officials evaluate the extent to which their existing preparedness plans address the unique characteristics and needs of people with intellectual and developmental disabilities during periods of emergency or disaster.
