The brief evaluates findings from AoA's National Survey of OAA Program Participants. The study found that Title III participants were at a higher risk of entering a nursing home compared to others in their age group. While the study could not determine if Title III programs definitively kept participants out of nursing homes, the survey found that a majority of participants felt the programs helped them retain their independence and living in the community. In this first report, KFF examines Lousianna's Express Lane Eligibility (ELE). ELE, which was authorized under CHIP Reauthorization Act of 2009, allows Medicaid and CHIP agencies the ability to use eligibility findings from other public programs to identify, enroll, and recertify participants. In the month after the program launched, 10,000 individuals were enrolled in Medicaid in "one stroke". Even with a 12% reduction in the Medicaid workforce over the last two years, the volume and quality of service has remained consistent.
